BNFL 3-Building Gaseous Diffusion Plant Decommissioning Project
September 2002 - October 2005
To assist United States DOE's reindustrialization efforts at its site in Oak Ridge, Tennessee, known as the East Tennessee Technology Park (ETTP), US DOE awarded a 6-year $238M decontamination and decommissioning (D&D) contract to BNFL Inc. in 1997. The East Tennessee Technology Park 3-Building D&D Project includes the K-33, K-31, and K-29 Gaseous Diffusion Plant buildings. The three buildings comprise more than 4.8 million square feet of floor space with extensive structural steel framing, making it the largest nuclear decontamination and decommissioning (D&D) project in progress anywhere in the world.
SRA in partner with Millennium Services provided support to BNFL for the final status survey (FSS) efforts, since that phase of the project began. SRA provided high tech instrumentation and personnel to process the large volume of data provided by the Surface Contamination Monitors (SCM). Millennium Services provided subject matter experts (SMEs), who maintained and oversaw operation of the systems, while BNFL provided the technicians who used the SCMs to perform surveys.
Over 250 million measurements were collected for this enormous project over the FSS scope of the project. In order to organize, process, and store data of this magnitude, SRA utilized their patented Survey Information Management System(SIMS) and provided a team of 4 Post Processors and 1 Senior Post Processor.
Project completion occurred in October 2005, with SRA and MSI providing British Nuclear Group America (BNGA), formerly BNFL, the majority of the Project Management support and data to complete the FSS Reports for review by US DOE. To-date, the Independent Verification Team (IVT) has yet to report elevated activity over the established end-point criteria in areas that were surveyed by the SCM.
SRA, with the use of the SCM, continues to be the high tech leader and solution for conducting surface contamination measurements for any D&D Project.
